Local issues facing the First Coast

I'd like to know much more about the proposals to decrease Florida's property taxes - the pros and cons of Amendment 1. On the surface, I tend to think that South Florida is sticking it to North Florida. AFter all, Jacksonville's fiscal management has been conservative for many years.
